Payment service providers have a formal obligation under the Payment Services Regulations 2017/752 (PSRs) to effect cancellation requests in relation to Continuous Payment Authorities (CPAs), on which most subscription services rely.
Consequently, restricting the ability of an agent, or designated sub-agent, to complete cancellation requests on behalf of a customer would mean that a payment service provider will be in breach of its obligations under the PSRs.
